Parking Survey Highlights Need for Better Parking Management

Parking is a quality-of-life issue. 69% of residents report problem parking weekly or more often, while 72% rarely or never observe enforcement.


Parking is a quality-of-life issue.

69% of residents report problem parking weekly or more often, while 72% rarely or never observe enforcement. HVA is using resident data, a recent neighborhood survey (May 2026), to advocate for targeted solutions that improve livability while preserving neighborhood access and character.

The Harleston Village Association has released the results of its May 2026 Neighborhood Parking Survey, a resident-led effort to better understand parking challenges across our neighborhood and identify opportunities for improvement.

The survey received 108 responses from residents throughout Harleston Village and provides valuable insight into parking availability, enforcement, and neighborhood impacts.

Key Findings

  • 69% observe illegal or problem parking weekly or more often.
  • 69% were unable to park within one block of home at least once during the previous month.
  • 72% report seeing parking enforcement rarely or never.
  • 69% support stronger residential parking protections.
  • Residents identified the primary sources of parking demand as:
    • College students (43%)
    • Construction activity (42%)
    • Nearby institutions (29%)
    • Commercial employees (23%)
    • Visitors and tourists (22%)

A Targeted Problem

Parking concerns exist throughout Harleston Village, but they are not evenly distributed. More than half of all responses were concentrated in recurring hotspot areas, including:

  • Ashley & Halsey
  • Montagu & Pitt
  • Montagu & Smith
  • Halsey & Gadsden
  • Queen & Logan

These findings suggest that targeted enforcement and management strategies may be more effective than broad neighborhood-wide restrictions.

What HVA Is Advocating For

The Livability Committee will share these findings with City officials and advocate for:

  • Increased enforcement in hotspot areas
  • Better management of construction-related parking
  • Greater cooperation with nearby institutions and employers
  • Evaluation of expanded one-hour parking zones where appropriate
  • Improved reporting and response tracking for residents
